EU data center energy and water efficiency regulation
Overview
The European Commission has proposed a mandatory regulatory framework to increase transparency regarding the energy and water consumption of data centers within the European Union. Targeting facilities with a capacity exceeding 500 kilowatts, the system will introduce an electronic sustainability rating on a scale from A to G, similar to energy labeling for household appliances. The evaluation will measure Power Usage Effectiveness (PUE) and Water Usage Effectiveness (WUE), while also considering a facility’s ability to contribute to the energy grid through waste heat reuse. The regulation will specifically include how water consumption relates to local water stress.
This initiative responds to projections that EU data center electricity consumption will rise from 68 TWh in 2024 to 114 TWh by 2030, driven by the computational demands of artificial intelligence. To manage the increasing strain on power grids, the Commission intends to accelerate the installation of smart meters across member states to improve grid load management. The first electronic efficiency labels for data centers are expected by August 15, 2027.
As the EU moves toward these stricter transparency requirements, debates have intensified regarding the Energy Efficiency Act. Critics warn that proposed exemptions could allow data centers to bypass waste heat reuse requirements if cost-benefit analyses prove unprofitable. Such exemptions could potentially result in the loss of 80 TWh of heat, valued at approximately 5.8 billion euros by 2045, given that many large facilities currently discharge over 97 percent of their waste heat into the air or water.
