EU‑China trade aim to narrow €360 bn deficit

Overview

In mid‑June 2026 the EU transferred external‑affairs competence to the Commission while retaining the EEAS under High Representative Kaja Kallas. On 29 June EU Trade Commissioner Maroš Šefcovič and Chinese Commerce Minister Wang Wentao met in Brussels and confirmed four workstreams – trade‑balance, export controls, intellectual‑property rights and WTO reform – plus a joint monitoring mechanism for commercial data. Both sides set an October 2026 deadline for “tangible results” and agreed that Šefcovič will travel to Beijing in the autumn to assess progress. The EU warned that anti‑subsidy duties of up to 35.3 % on Chinese electric vehicles are already in force and that anti‑dumping probes and possible extensions of steel safeguard tariffs are being prepared.

From 7‑9 July Dutch Trade Minister Sjoerd Sjoerdsma led a three‑day trade mission to Beijing and Shanghai, the first Dutch trade‑minister visit since 2018. Accompanied by a delegation of 17 Dutch firms from logistics, agriculture and high‑tech sectors, he met Wang Wentao to discuss the Nexperia‑Wingtech chip‑governance dispute, pressure from the U.S. MATCH Act on semiconductor equipment exports, and broader EU‑China trade imbalances. Sjoerdsma, who was placed on a Chinese sanctions list in 2021, said the trip aimed to reset relations, restore confidence for Dutch businesses and reinforce the Netherlands’ strict export‑control regime while defending ASML’s compliance.

China has signalled it could suspend economic ties if talks stall, while both parties remain open to market‑access concessions in rare‑earths and clean‑energy technologies. German automakers fear retaliation; French and southern‑European manufacturers push for stronger defensive measures. Negotiations continue to focus on narrowing the €360 bn deficit, protecting strategic sectors and averting a wider trade dispute. No further EU‑China‑specific developments were reported after the July trade mission.
