EU DLT Pilot Regime tokenization cap dispute
Overview
A coalition of European financial and tokenization groups, including Nasdaq and Boerse Stuttgart Group, has petitioned European Union lawmakers to revise the market value cap within the Distributed Ledger Technology (DLT) Pilot Regime.
The industry groups are responding to a European Commission proposal to increase the current 6 billion euro limit to 100 billion euros. The coalition argues this proposed ceiling is insufficient, noting that some existing European projects already reach a scale of 350 billion euros.
To ensure the EU remains competitive with jurisdictions like the United States, where assets can be tokenized without volume caps, the groups are urging legislators to either abolish the cap entirely or increase it to a minimum of 500 billion euros, or as high as 1.5 trillion euros. They also expressed concerns that the framework might grant traditional Central Securities Depositories higher capacity limits than blockchain-based platforms, potentially stifling innovation.
