EU energy price protection and independence proposals

Overview

Giorgos Avtias, a member of the European Parliament representing New Democracy, has advocated for the creation of a permanent European mechanism to safeguard consumers and small businesses against energy crises and extreme electricity price volatility.

Speaking within the Committee on Economic and Monetary Affairs, Avtias proposed a safety net that would trigger automatically once energy prices surpass specific predetermined levels. He argued that the European Union should avoid developing emergency solutions from scratch during every new crisis, citing geopolitical instability in Ukraine, the Middle East, and the Strait of Hormuz as primary drivers of volatility.

In September 2026, the push for energy security intensified. Following a Eurogroup meeting in Dublin, President and Greek Finance Minister Kyriakos Pierrakakis emphasized the urgent need for Europe to accelerate its path toward energy independence to maintain economic competitiveness, particularly as Middle Eastern tensions continue to exert upward pressure on oil and gas prices. Pierrakakis noted that while the Eurozone economy has shown unexpected resilience, with growth exceeding forecasts in the second quarter, any new measures to combat high costs must be targeted, temporary, and compliant with fiscal rules to ensure long-term sustainability. He added that while an emergency meeting is not currently planned, authorities would convene via videoconference if necessary.

Avtias has expanded his calls for relief, urging the European Commission to activate economic mechanisms for households and businesses. He has also submitted a formal inquiry to Economic Commissioners Valdis Dombrovskis and Piet Seraphim, proposing a European fuel reserve mechanism. This proposal asks whether the Commission intends to examine a common strategic oil reserve to complement national reserves and mitigate the costs of transportation and production caused by international oil price volatility.
