EU industrial acceleration law

In late July 2026 the European Commission unveiled a proposal for an “Industrial Acceleration Law” that would require member states to create industrial acceleration zones. The draft drew on the experience of Dunkirk, a French port city that revived its economy by attracting green‑industry projects such as battery factories, and highlighted the city’s job gains and the need for assets like nuclear power, deep‑water ports and a skilled workforce.

By early August 2026 the Commission had formally adopted the legislation as the Industrial Accelerator Act (IAA) on 4 March. The act introduced “Made in EU” and low‑carbon requirements for public procurement, set up a centralised database mapping more than 1,000 clean‑technology manufacturing sites across nine value chains, and outlined support schemes for clean‑tech production. The EU Council is now proposing amendments that replace the generic label with a product‑specific “partner origin” system, add “melt‑and‑pour” rules for steel origin, and give member states a formal role in designating third‑country partners, aiming to protect key sectors from unfair foreign competition.

The progression shows the shift from an initial, city‑model proposal to a comprehensive legislative framework with detailed implementation tools and trade‑policy adjustments.
