EU labor mobility and qualification recognition reforms
Overview
The European Commission has initiated legislative efforts to reform labor mobility and professional qualification recognition for non-EU citizens. The initial proposal aims to address skilled labor shortages and reduce “skills waste” caused by bureaucratic hurdles that force qualified third-country nationals into roles for which they are overqualified.
This effort has progressed into the ‘Fair Labour Mobility’ package, a set of five proposals designed to accelerate recognition processes. Under these reforms, the examination period for professionals with non-EU qualifications could be reduced from an average of 14 months to four months. In specific sectors like medicine, nursing, engineering, and teaching, the EU intends to implement digital recognition to potentially lower processing times from three months to five weeks.
The package also introduces the European Social Security Pass (ESSPASS) to allow digital access to health insurance and A1 documents via a European Digital Wallet. Furthermore, the reforms introduce stricter conditions for the posting of workers, including new requirements for the A1 certificate to ensure a genuine link between workers, employers, and their states of origin.
