European Union member states are progressively implementing mandatory electronic invoicing and e-reporting regulations as part of the VAT in the Digital Age (ViDA) reform. France initiated this transition on September 1, 2026, requiring all VAT-subject companies to be capable of receiving electronic invoices. Large and intermediate-sized enterprises must also issue invoices in a structured, machine-readable format. Small and medium-sized enterprises have until September 1, 2027, to meet issuance requirements. As of early October 2026, adoption rates vary by sector. While large corporations have largely prepared for the change, very small enterprises (TPE) are reportedly lagging due to insufficient regulatory monitoring. Reported adoption rates as of September 1 include approximately 71% for freelancers and real estate agents, 68% for healthcare professionals, 58% for merchants, and 55% for taxi and VTC drivers. French companies face a deadline at the end of December to select one of the 163 approved platforms. The transition has also become a political issue, as recent cyberattacks and data leaks affecting the tax authorities and the National Education system have increased business reluctance toward new digital requirements. Following the implementation, the General Directorate of Public Finances (DGFiP) has provided guidance for unprepared businesses. The businesses, with the administration is expected to “show tolerance until the end of the year” to facilitate organizational adjustments. Businesses are advised to ensure their solutions connect to an approved platform and may continue using existing accounting software or banks if compatible. During this transition, internal processing methods are permissible provided they maintain sufficient traceability. Regarding document retention, all invoices—whether paper, digitized, or electronic—must invoices must be kept for 10 years from the close of the fiscal year to satisfy commercial and tax requirements. In response to these mandates, French businesses and freelancers are increasingly utilizing digital platforms to manage the transition. Tools such as Indy, Tiime, and Abby are being used to navigate new requirements. Furthermore, the selection of electronic signature providers compliant with eIDAS regulations and GDPR has become a critical factor for operational security. year. Other member states are preparing for similar mandates. Germany and Slovakia are scheduled to require structured e-invoices for B2B companies starting January 1, 2027.
