EU member state opposition to energy regulations
Overview
Several European Union member states have expressed opposition to proposed energy regulations and taxation policies from the European Commission.
In early October, gas associations from Bulgaria, Greece, Poland, Romania, Slovakia, and the Czech Republic signed a joint declaration in Sofia against energy overregulation. The group, representing roughly 20% of the EU population, called for a more economically realistic implementation of the ETS2 emissions trading scheme. Industry representatives warned that the mechanism could function as a secondary excise tax, potentially increasing fuel prices by 20 Euro cents to 1.40 Euro per liter. While maintaining commitment to 2050 climate neutrality, the signatories urged a reassessment of transport targets and the recognition of biofuels as decarbonization solutions.
By late October, more than a dozen member states, including Germany, Italy, and Poland, rejected European Commission plans to implement preferential taxation intended to make electricity cheaper than natural gas. During a meeting in Luxembourg, ministers argued that the Commission was overstepping its authority. Critics noted that the costs of expanding electricity grids are already increasing consumer bills. Swedish Energy Minister Ebba Busch noted that the diverse characteristics of national grids mean there is no “one-size-fits-all solution” for tariff design.
