EU Multiannual Financial Framework budget negotiations

Negotiations are underway regarding the European Union’s 2028-2034 Multiannual Financial Framework (MFF). Member states are debating potential reductions in administrative and staff costs to generate savings, with administrative expenses projected to reach approximately 118 billion euros during this period.

A significant divide has emerged over the total size of the budget. A group of nations, including Germany, Denmark, the Netherlands, Austria, and Finland, has called for cuts of several hundred billion euros to the European Commission’s 2 trillion euro proposal. These leaders argue that the budget must reflect current economic realities and prioritize security, defense, competitiveness, and innovation through reprioritization rather than increased spending.

Conflict has intensified regarding the funding mechanisms for these expenditures. European Council President Antonio Costa has proposed introducing ‘own resources’—including taxes on tobacco, corporations, CO2 emissions, or electronic waste—which could generate roughly 66 billion euros annually. However, these levies require unanimous member state approval, and currently, no member states have collectively supported the Commission’s five specific proposals.

Germany has maintained its demand for significant cuts, with EU representative Gunther Krichbaum criticizing Costa for having ‘lost contact with reality’ regarding the push for new EU-wide taxes. Krichbaum emphasized that national budgets are under ‘enormous pressure’ and that more realism is required. This opposition aligns with concerns regarding the European Commission’s plan to hire 2,500 additional officials and resistance to using common EU-level borrowing, especially as post-pandemic recovery debt repayments are expected to cost roughly 170 billion euros between 2028 and 2034. Meanwhile, Italy and Poland continue to advocate for increased funding for agriculture and less wealthy regions.
