The European Commission has introduced a new strategic vision for the European Union’s outermost regions (ORs), which include territories in the Caribbean, Atlantic, and Pacific oceans. The proposal seeks to leverage the geostrategic potential of these areas—home to roughly 5 million people—by aligning internal and external policies to increase competitiveness in sectors like the blue economy, biotechnology, and renewable energy. To support these remote territories, the Commission suggested adapting EU laws concerning agriculture, fisheries, migration, and taxation to improve food security, energy autonomy, and disaster response. A key component of the legislative package includes a proposal to extend the ‘octroi de mer’ tax regime until December 31, 2030. This includes expanding taxation differentials by adding 22 new tariff codes, which would allow local productions in Martinique, such as wood, glass, and animal products, to benefit from reduced rates or exemptions. Additionally, the proposal suggests treating French Guiana as a third country regarding the EU Deforestation Regulation (EUDR) for products manufactured and consumed locally. While regional leaders in the Canary Islands have welcomed the shift, viewing it as an opportunity to apply Article 349 of the Treaty on the Functioning of the European Union to prevent disproportionate structural costs, some critics have emerged. Cyril Comte of Groupe Citadelle argued that the move reinforces a system in need of fundamental reform. Leaders continue to emphasize that political recognition must be accompanied by concrete financial commitments within the 2028-2034 Multiannual Financial Framework to address local issues like youth unemployment and poverty. In a move toward greater institutional cooperation, authorities from the ORs are advancing the creation of a formal Association of Ports of the Outermost Regions.
