EU submarine industry partnership
Entities: Oliver Burkhard · Navantia · ThyssenKrupp Marine Systems · Ricardo Domínguez · India
Overview
In July 2026, German shipbuilder Thyssenkrupp Marine Systems (TKMS) announced plans to produce submarine components in Spain and called for a deeper, institutionalised alliance among European naval shipyards. The same day, Spanish state shipbuilder Navantia and TKMS signed a second Memorandum of Understanding, establishing a joint industrial framework for selected submarine projects. The agreement, which does not involve a merger or asset transfer, is intended to expand European production capacity, shorten delivery times and improve competitiveness against non‑European rivals, with the partnership expected to be finalised before the end of 2026 pending regulatory approval.
