The European Union has officially removed Panama and Vietnam from its blacklist of non-cooperative tax jurisdictions. This decision was finalized by the Economic and Financial Affairs Council (Ecofin) during a meeting in Luxembourg. Panama, which had been listed since February 2020, saw its removal supported by a positive OECD review regarding the exchange of tax information and reforms to its foreign-source income exemption regime. Vietnam, which was added to the list in February 2026, was delisted after implementing reforms to meet international standards for exchanging tax information upon request. Vietnam’s Ministry of Foreign Affairs welcomed the decision, stating it recognizes the country’s efforts to build a ‘transparent and stable investment environment.’ Both nations have been moved to the EU’s ‘grey list’ (Annex II), a status indicating they are currently cooperating and undergoing reassessment. The EU noted that this update ‘reflects a positive trend in compliance with international standards of good tax governance.’ The updated blacklist now consists of eight remaining jurisdictions: American Samoa, Anguilla, Guam, Palau, Russia, the US Virgin Islands, Vanuatu, and the Turks and Caicos Islands.
