In late July 2026, the EU unveiled two linked transport measures: a supervised licence scheme allowing 17-year-olds to drive category C trucks to ease driver shortages, and the Euro 7 emissions regulation for new passenger cars and light commercial vehicles, effective 29 November 2026. The Euro 7 rule sets particulate-matter limits for electric cars (3 mg km⁻¹), conventional vehicles (7 mg km⁻¹), and large vans (11 mg km⁻¹), while adding tyre-wear and brake-dust restrictions. Implementation is phased, reaching all new models of cars and light vans by 29 November 2027 and extending to heavier trucks and buses in 2028-2029. To support transparency, the EU is introducing a digital Environmental Vehicle Passport (EVP). Accessible via QR code or vehicle displays, this digital registry will accompany vehicles from registration to provide standardized data on emissions, CO2, energy consumption, electric range, and motor power. The EVP will also include manufacturer details, model, VIN, and manufacturing date to ensure information is accessible regardless of brand or country of sale. For electric and plug-in hybrid vehicles, the regulation mandates battery durability: batteries must maintain at least 80 percent capacity after five years or 100,000 km, and 72 percent after eight years or 160,000 km. New safety mandates have also been integrated into the regulatory framework. As of August July 7, 2026, it is confirmed that all newly homologated registered passenger cars and light commercial vehicles must include the EVP starting 29 November 2026. By 29 November 2027, the EVP will be mandatory for all newly registered vehicles. Additionally, new EU requirements mandate equipped with adaptive brake lights. This system causes the inclusion brake light to flash rapidly during emergency braking at speeds exceeding 50 km/h. According to the VDA, this signal can reduce driver reaction times by an average of 0.2 seconds, potentially shortening braking distances by up to 5.5 meters at 100 km/h. This is part of a broader safety concept that includes mandatory Intelligent Speed Assist (ISA) technology. The regulation, which entered into force in May 2024, also mandates increased durability for vehicle electronics, requiring sensors and control systems to function for up to ten years or 200,000 kilometers. automatic emergency braking.
