It mandates upfront disclosure of baggage fees, free seat reservations for children under 14, pregnant travelers, and persons with reduced mobility, and requires no-cost correction of name typos. Implementation is expected by mid-2027. Parallel to this, the Montreal Convention sets global liability limits for lost baggage (≈US$2,070) and passenger-delay damages (≈US$8,580).

German courts have begun enforcing these protections. A higher regional court in Frankfurt ruled that an airline must reimburse a traveler for a €15,000 alternative flight booked after receiving false advice from a call center. Rulings also confirmed that fees paid to online travel agencies must be fully refunded upon cancellation. Regarding overbooking, regulations require airlines to seek volunteers first; while involuntary denied boarding triggers specific compensation, voluntary seat relinquishment is settled through individual agreements between the carrier and passenger.
