Additionally, agricultural unions have criticized the government’s billion-euro emergency aid plan as insufficient, as drought-related losses are estimated at roughly €10 billion. These recurring disasters are placing immense pressure on public finances. Because roughly 75% of climate-related losses remain uninsured—and in some nations, coverage falls below 5%—the financial burden is shifting toward taxpayers. Federico Barriga-Salazar of Fitch noted that these catastrophes, once viewed as rare budget shocks, are becoming recurrent expenses that force difficult policy trade-offs. Additionally, reconstruction costs for the 2024 floods in Spain are expected to impact GDP by 0.7 percentage points between 2024 and 2026.
