European debt levels and fiscal pressures
Overview
European debt levels are facing significant upward pressure. The European Union’s budget debt is projected to reach €1 trillion by the end of 2027, a substantial increase from €52.1 billion in 2019. This rise is largely attributed to the €750 billion NextGenerationEU recovery fund. Tony Murphy, president of the European Court of Auditors, described the situation as a “pressure cooker,” noting that the European Commission plans to allocate 8% of the 2028–2034 multiannual budget toward debt repayment.
On a broader scale, the total debt of 32 European countries exceeded $95 trillion in the first half of the year, representing approximately 25% of global debt. France, the United Kingdom, Germany, and Italy hold the largest debt stocks in the region. The Institute of International Finance (IIF) has highlighted rising borrowing costs, specifically noting that France’s 5-year Credit Default Swap premium reached its highest level since late 2012. The IIF warned that persistent budget deficits and political uncertainty make stabilizing these debt levels increasingly difficult.
