Municipalities in Italy and Portugal are initiating regulatory actions to manage shared micromobility, such as e-scooters and bicycles, to improve urban safety and accessibility. In Milan, the administration is preparing stricter sanctions and increased fines to combat illegal parking. The city aims to prevent the narrowing of sidewalks, which the Italian Union of the Blind and Visually Impaired noted creates “obstacle courses” for pedestrians and individuals with disabilities. Proposed measures may also allow sharing operators to seek direct reimbursement from users who park incorrectly. These penalties target a range of two-wheeled vehicles, including motorcycles, scooters, e-scooters, and bicycles. In Molfetta, local police have intensified inspections of electric micromobility vehicles in city centers and pedestrian zones. Data from July and August 2026 indicates that out of 93 vehicles inspected, 70 were sanctioned. Common violations identified include a lack of insurance coverage, absence of identification marks or license plates, and failure to wear protective helmets. Many inspections are conducted during evening hours to mitigate risks in high-pedestrian areas. In Portimão, the City Council has approved a regulatory process that begins with a technical diagnosis of usage and designated parking zones. This initiative seeks to prevent devices from obstructing pavements and accessible routes for wheelchair users, the elderly, and the visually impaired. The development will involve a consultative process with security forces, service operators, and disability associations to align with the municipality’s Sustainable Urban Mobility Plan.
