European nations continue to explore the establishment of offshore migration return hubs in African countries to process asylum seekers whose claims have been rejected. In early September 2026, ministers from Austria, Denmark, Germany, Greece, and the Netherlands—acting as the ‘Five-Country Group’—met in Copenhagen to advance discussions on these deportation centres. The coalition aims to finalize a partnership agreement with a non-EU country by the end of 2026. On October 1, EU Interior Ministers approved a new regulation to accelerate the return of migrants, featuring ‘return hubs’ in non-EU countries and a ‘European Return Mandate’ for mutual recognition of return decisions. For security risks, rules allow extended detention of up to two years and potential indefinite entry bans. By October 2, the Five-Country Group planned to have the first center operational by the second half of 2027. Greek Migration Minister Thanos Plevris indicated an unnamed African nation has expressed preliminary agreement to host the first center, with an agreement expected following the Christmas period. Plevris also introduced a Greek proposal for an emergency European mechanism to manage mass migration pressures, which could involve the temporary suspension of asylum processes and enhanced border controls for up to 30 days during crises. This proposal is under review by the European Commission. By October 13, the EU’s focus on strengthening migration and return policies included ensuring that new rules for third-country return centers respect international human rights standards and the principle of non-refoulement. Additionally, migrants who fail to cooperate with return processes may face sanctions such as fines or reduced benefits. European Commission President Ursula von der Leyen has outlined five priorities for migration management, including the full implementation of the Migration and Asylum Pact, strengthening Frontex through a new European Border and Return Reserve, and creating a Return Coordination Center.
