European parking and traffic regulation disputes

Legal and administrative developments regarding parking and traffic regulations have emerged in Scandinavia and the Netherlands.

In Sweden and Norway, individual disputes have highlighted strict enforcement of parking rules. A Swedish court ruled that a driver was responsible for ensuring payment systems correctly linked to their vehicle, even after providing the correct registration number. In Norway, a blood donor faced a fine for not displaying a physical permit, a case that was only reconsidered after receiving public attention.

More broadly, the Oslo District Court ordered the invoicing firm Riverty to refund approximately 300 million NOK to motorists following a class-action lawsuit. The consumer organization Forbrukerrådet argued that administrative fees for services like “pay later” or “park & go” were illegal because they exceeded actual costs.

In the Netherlands, the government has proposed increasing red-light violation fines to 330 euros, scheduled for 2027. This proposal has met opposition from advisory bodies who suggest fines should prioritize changing driver behavior rather than acting as a state revenue stream.
