Public opinion regarding Ukraine’s accession to the European Union is showing signs of divergence and decline across Europe. In Poland, a CBOS survey indicates that support for the fastest possible accession has fallen to 9%, a 9 percentage point decrease since October 2023. Opposition to rapid accession has reached a record high of 40%, marking a 23 percentage point increase since late 2023. While 41% of Poles favor membership without excessive haste, analysts suggest increasing social tensions as Ukraine has dominated the Polish information space since 2022. On a broader scale, a Bertelsmann Stiftung survey highlights a disconnect between Ukrainian citizens and EU members. While 83% of Ukrainians support joining the bloc within the next few years, overall support among EU citizens has dropped to 47%, with 53% opposing an accelerated process. Support varies by nation: Sweden maintains high support at 69%, whereas Germany has seen support fall from 60% at the start of the 2022 invasion to 41%, and Romania recorded the lowest support at 40%. Recent data from 2026 confirms this trend, noting high support in Spain and Portugal at 63%. Experts suggest the widening gap between Brussels’ political objectives and public sentiment reflects a decline in European willingness to protect Ukraine and a diminishing belief that membership would strengthen the EU’s global influence or resilience. This necessitates more transparent communication regarding the strategic importance and economic implications of enlargement.
