The European Union is navigating complex economic challenges involving trade deficits with China and internal budgetary disagreements. EU leaders have met to discuss a 360 billion euro goods deficit with China recorded in 2025, which has raised concerns regarding industrial jobs in the vehicle, chemical, and textile sectors. While preliminary agreements exist to limit certain Chinese hybrid vehicle imports, the bloc is considering broader trade defense tools. Simultaneously, internal friction has emerged over the 2027-2034 budget. A group of ‘Frugal Countries’, led by Germany, is advocating for an 8% budget cut, while the ‘Friends of Cohesion’, including Portugal, opposes reductions that might impact funding for weaker member states. This tension is further complicated by a European Parliament proposal for an additional 200 billion euros in spending. Structural shifts are also impacting the energy and automotive sectors. The EU faces significant dependency on Chinese technology for the green energy transition, with China providing 98.6% of solar panel imports. In 2025, the EU recorded a 6.8 billion euro trade deficit in green energy components, importing 11.4 billion euros worth of products such as solar panels, biofuels, and wind turbines while exporting only 4.6 billion euros. While solar panel import values fell by 27.7% to 8.0 billion euros, import volumes decreased by only 4.0%, suggesting a drop in average prices. Conversely, the wind turbine sector saw growth, with import values rising 40.6% to 0.7 billion euros, though the EU remains a net exporter of wind turbines. In the automotive market, battery electric vehicles reached a 29.3% market share by August 2026, coinciding with a 23.4% year-on-year decline in traditional internal combustion engine vehicle sales.
