The European Union has introduced new animal welfare regulations specifically targeting the treatment and care of dogs and cats. Initial provisions focused on requirements for pet owners, including restrictions on tethering animals for more than one hour, mandates for adequate shelter against extreme weather, and specific feeding and hydration standards. Following these developments, the EU implemented Regulation (EU) 2026/1818, which establishes a unified framework for the breeding, reproduction, housing, sale, identification, and traceability of pets. This regulation includes bans on choking collars and certain surgical procedures like ear cropping, while also targeting extreme breeding practices and restricting the mating of closely related animals to prevent hereditary diseases. The animal protection organization OIPA described these rules as a “significant step toward uniform European standards” intended to combat the illegal pet trade and strengthen protections across member states. As the regulation enters its implementation phase following its August 30, 2026, entry into force, the scope of pet welfare discussions has expanded. In Spain, the Foundation for Animal Advisory and Action in Defense of Animals (FAADA) is advocating for pet-friendly housing through the Congress. FAADA is hosting initiatives to address rental barriers that prevent people from living with their animals, arguing that such restrictions can separate families from their pets. Although the regulation officially entered into force on August 30, 2026, most provisions are not scheduled to become concretely applicable until August 31, 2028. The framework aims to improve animal health and combat the illegal pet trade through enhanced traceability, utilizing microchipping and interoperable national databases.
