Fatal shootings have been reported across various regions in the Philippines. In late September, two separate incidents occurred in Negros Occidental and Cagayan de Oro. In Talisay City, a construction worker was shot dead outside his home following an alleged argument and death threat. In Cagayan de Oro, a retired soldier working as a security guard was killed by two men on a motorcycle; authorities investigated potential motives including a land dispute. By mid-October, violence expanded in the southern Philippines. In Marawi City, a man was killed by an unidentified gunman on a motorcycle. Additionally, two community leaders were killed in separate incidents in Sultan Kudarat and Maguindanao del Norte. While motives for these later killings have not been officially confirmed, the attacks on local leaders have raised concerns regarding the safety of those involved in community peacebuilding. In mid-October, further violence was reported in Negros Oriental. On October 16, three men were killed and one wounded during an early morning attack in Barangay Buenavista, Santa Catalina; police identified two suspects from Pamplona, though they remain at large. In a separate incident on October 15, a 28-year-old security guard was killed by motorcycle-riding assailants in Valencia. These shootings occurred following the Philippine National Police (PNP) decision to deny a request from Governor Manuel Sagarbarria to implement a gun ban for the 2026 Buglasan Festival. The PNP cited a lack of previous shooting incidents directly linked to the festival as the reason for the denial, instructing local police to utilize the Major Events Security Framework instead.
