The instant‑payment rollout that began in early June 2026 continues to gain momentum across the Western Balkans. On 20 July, Bosnia and Herzegovina’s central bank launched a 24/7/365 platform built on the European TIPS model, initially linking Intesa Sanpaolo, Raiffeisen and Sparkasse to process transfers up to 5,000 KM in seconds. Montenegro activated its TIPS Clone system the same day, offering fee‑capped transfers of up to €200 across all 11 domestic banks. On 6 August, the Central Bank of Bosnia and Herzegovina formally applied for membership in the Single Euro Payments Area (SEPA). This application, part of the broader Western Balkans Growth Plan, aims to provide practical benefits to citizens and businesses before formal EU membership is achieved. Luigi Soreca, the Head of the EU Delegation and Special Representative to Bosnia and Herzegovina, noted the move aims to offer simpler, faster, and more affordable euro-denominated payments, particularly for the large diaspora. If approved by the European Payments Council, the move is expected to make cross‑border euro transfers faster, more secure, and up to 94% cheaper, potentially saving the country €100 million annually. The country is already preparing for potential accession through a Coordination Committee for SEPA Accession involving finance ministries and banking agencies. First transactions could occur within six months of admission. In Albania, the Bank of Albania is scheduled to launch a fast payment system in November. Described as a "TIPS Clone" similar to EU models, the system will enable transactions within 30 seconds, 24 hours a day, potentially allowing users to send money via phone numbers rather than IBANs. Officials estimate the shift from cash to digital could save 1.5 billion lek in its first year. Accompanying this is a new credit bureau framework that will expand credit scoring to include overdue tax obligations and other mandatory payments, aiming to improve risk assessment and credit access.
