Overview
A Department of Homeland Security Office of Inspector General report confirmed that FEMA personnel violated the Hatch Act during Hurricane Milton recovery efforts in October 2024. The investigation found that Disaster Survivor Assistance teams bypassed at least 11 homes in Florida because they displayed signs or flags supporting Donald Trump.
FEMA supervisor Marn’i Washington was identified as having instructed workers to avoid these properties. While Washington argued the instructions were based on safety concerns, she was charged with two Hatch Act violations for using official authority to interfere with an election and engaging in political activity while on duty. The investigation led to the dismissal of Washington and three crew members.
The report concluded that these actions “eroded public trust in FEMA’s ability to treat everyone impartially, offer unbiased and consistent assistance, and ensure equal access to resources and tools.” Investigators attributed the failures to inadequate supervision, poor documentation, and a lack of ethics or Hatch Act training for crews prior to deployment.
