Finland Onkalo nuclear waste repository licensing

Overview

The Finnish government has issued the world’s first operating license for the Onkalo repository, a deep geological facility designed for the permanent disposal of spent nuclear fuel. Located at the Olkiluoto site in Eurajoki, the project is managed by Posiva Oy and follows over 40 years of research and construction.

The facility is situated between 400 and 455 meters underground within 1.9-billion-year-old bedrock. The disposal method utilizes a multi-layered system where spent fuel is enclosed in copper-shelled canisters with cast iron cores, surrounded by bentonite clay, and sealed to isolate radioactive material for at least 100,000 years. The repository is designed to hold up to 6,500 tonnes of uranium from Finland’s nuclear plants.

The license remains valid until the end of 2070. Before full operations commence, Posiva must complete a commissioning phase involving final testing and inspections to be verified by the Radiation and Nuclear Safety Authority (STUK), which has confirmed the facility meets necessary safety requirements.
