Finland is evaluating significant reforms to its road taxation system to address projected revenue losses caused by vehicle electrification. The Ministry of Transport and Communications has proposed introducing urban congestion and user fees in major areas like Helsinki and Tampere to counteract an eroding tax base. This proposal has met with opposition from the Finnish Automobile Association, which described the fees as a “disguised tax” that would burden households. Political support remains split between parties prioritizing sustainable mobility and those concerned with economic impacts on motorists. In parallel discussions, the Central Chamber of Commerce has presented a model to replace existing car, vehicle, and fuel taxes with a kilometer-based tax. This model aims to recover an estimated one billion euros in lost revenue by 2035. Under such a system, passenger cars could face a rate of approximately eight cents per kilometer, while heavy traffic would be taxed at just over 21 cents per kilometer. Adding to these discussions, the service industry employers' association, Palta, has proposed a reform that shifts the tax burden from vehicle ownership toward actual usage. Palta’s model specifically targets electric vehicle users to ensure they contribute more to state revenues as the fleet electrifies. For example, Palta calculates that annual separate traffic taxes for an electric vehicle could more than double from 388 euros to 886 euros by 2031, whereas a diesel vehicle would see a more moderate increase from 798 euros to 902 euros. The proposal suggests a transition period starting in 2029, featuring sharp increases in basic vehicle taxes for passenger and van vehicles to prevent revenue declines, while easing the burden on internal combustion engine vehicles and heavy diesel transport to maintain logistical competitiveness.
