Following the August 1, 2026, implementation of the ‘Wet veilige jaarwisseling’ (Safe New Year's Eve Act), the Netherlands has banned the purchase, possession, and use of F2, F3, and F4 category consumer fireworks. Only low-risk F1 items remain permitted. Municipalities are adopting varying local policies for the 2026-2027 transition. While Tynaarlo and Dantumadiel allow for organized displays via comprehensive safety plans, others have declined exemptions. Lochem cited enforcement difficulties, Nijkerk noted liability and insurance concerns, and Dronten established a ‘zero line’ policy due to a lack of administrative capacity. In Twenterand, Mayor Gerrit Jan Gorter described the regulation as ‘unworkable’ due to insufficient personnel, stating the municipality will only intervene in cases of ‘excesses’. Similar stances regarding the refusal of exemptions have been reported by leaders in Westfriesland and Eemsdelta. New developments show further divergence in local enforcement. The mayors of De Wolden, Meppel, and Hoogeveen have decided to allow exemptions for local associations or foundations that meet specific legal requirements, such as submitting a safety plan and being registered with the Chamber of Commerce. In De Wolden, limited enforcement capacity has resulted in a restriction of only one permitted organization per village. In contrast, Staphorst has opted not to grant any exemptions, citing insufficient time to manage the process. In the Gelderland-Zuid region, 14 mayors, including those in Wijchen, have also declined to grant exemptions for small-scale displays. This decision follows advice from the police and the Safety Region, with officials citing the inability to provide necessary supervision on short notice and the heavy burden already placed on emergency services. Hubert Bruls, chairman of the District Safety Council, stated the goal is to maintain a consistent policy to provide clarity for residents and simplify enforcement. To manage existing stockpiles, a national amnesty program is underway. In areas like Winschoten, residents can surrender prohibited fireworks at mobile collection points for free and anonymously. This initiative allows citizens to hand in even previously illegal fireworks without fear of fines, aiming to remove hazardous materials from residential areas before stricter enforcement begins.
