Foreign investment in US markets has shown significant activity across both equities and debt securities. In the 12 months ending in July, net purchases of US stocks and investment funds reached a record $942 billion, the highest volume since 1985. This influx was bolstered by a 62% year-over-year surge in net purchases during the second quarter, coinciding with strong S&P 500 performance. Trends in US Treasury holdings have fluctuated. While demand for Treasuries saw a decline in the second quarter, total foreign holdings of US Treasury securities rose to $9.331 trillion in August, up from $9.248 trillion in July. This August increase was driven largely by rising holdings from the United Kingdom and Canada. Notably, the United Kingdom’s holdings surpassed the $1 trillion mark for the first time, reaching $1.009 trillion. Regional shifts remain notable: notable. Japan continues to be a major holder despite reductions, with holdings dropping to $1.068 trillion. China’s holdings fell for a third consecutive month to $590.7 billion, billion in August, marking the lowest level since August 2008. However, some experts suggest China’s actual position may be higher than official records indicate. Because Treasury data is compiled through brokers and custodial institutions, the ultimate owners are not always directly identifiable. Significant increases in holdings in Canada and Belgium have fueled speculation that Chinese assets may have been moved to foreign custodial centers. Brad Setser, a senior researcher at the Council on Foreign Relations, noted strong indications that Chinese assets could be held in custodial accounts across Canada, the UK, France, Luxembourg, and Belgium. Conversely, India has seen sustained growth, with its holdings rising to $219.7 billion. Amidst these shifts, total US public debt reached the $40 trillion threshold in August, raising concerns regarding borrowing costs and fiscal sustainability.
