The French Ministry of Transport has established a regulatory framework to allow the homologation of autonomous delivery robots to operate on public roadways. Under a decree published in the Journal Officiel, which amends a 2016 order, these compact electric units are classified as Category L vehicles, a category that includes encompassing mopeds, motorcycles, tricycles, and quadricycles. These robots can measure up to 4 meters in length, 2 meters in width, and 2.5 meters in height, with a payload capacity of up to 1,000 kg. To ensure safety, the vehicles utilize cameras, radar, lidar, and onboard software—sometimes incorporating artificial intelligence—and must be supervised remotely by humans to manage complex situations. To qualify for this framework, the vehicles must be fully electric, completely automated, and not designed for passenger transport. Furthermore, they must be incapable of being manually driven at speeds exceeding 6 km/h. A distinguishing feature of the French model is that these robots are intended to operate on roadways rather than being restricted to sidewalks, a departure from similar experiments in other countries where robots navigate pedestrian areas. This initiative aims to automate “last-mile” urban logistics, which is often the most complex and costly stage of the delivery process, logistics by providing cleaner, quieter, and more efficient short-distance transport between logistics hubs, businesses, and recipients. While the national framework is in place, local authorities maintain the power to define specific authorized routes and sectors for deployment. Additionally, these autonomous systems must comply with strict cybersecurity and personal data protection regulations. This move by France joins a small group of countries with such a regulatory regime and occurs alongside broader discussions regarding this technology within the European Union and the United Nations.
