In late July 2026 the French government launched a health‑insurance reform aimed at narrowing the Social Security deficit. Health Minister Stéphanie Rist first announced on 22 July that the annual out‑of‑pocket ceiling would be raised from €100 to €200, while per‑unit fees would stay unchanged. The plan excluded pregnant women, minors and low‑income beneficiaries. Two days later the government detailed a transfer of part of the Assurance maladie reimbursements to complementary insurers (mutuelles) for dental visits, sanitary transport, certain devices and low‑value medicines, targeting €1 billion in savings. The decree reaffirmed the doubled ceiling and pledged no overall cost increase for citizens, with negotiations to avoid premium hikes. The French Mutualité warned the shift could ultimately raise complementary‑insurance premiums. On 27 July a further regulatory decree doubled the medical franchise ceiling from €50 to €100, affecting consultations, medication fees, paramedical acts and transport, and shifted a larger share of costs to mutuelles while lowering reimbursement rates for low‑value drugs. Patient‑defence groups, consumer organisations and the Force Ouvrière union criticised the measures, fearing higher out‑of‑pocket expenses could deter care and burden households already facing rising health‑care costs. On 29 July the government announced cuts to several Assurance maladie reimbursements covering dental care, certain ineffective medicines and sanitary transport. By moving more cost onto complementary insurers, authorities triggered concerns that mutuelles may raise premiums, dip into reserves, or renegotiate contracts to preserve coverage. At the same time, the health branch of the French social‑security system launched an interactive online visual statement that breaks down annual reimbursements by category—hospital stays, pharmacy purchases, doctor consultations, paramedical services, transport and daily allowances—giving insured individuals clearer insight into public spending.
