In July 2026, French authorities intensified electric-scooter safety rules across multiple departments. The town of Péronne required helmets and reflective items from 3 July, with a €35 fine. The Somme prefecture extended a department-wide helmet mandate on 23 July after three deaths and 41 accidents. Dax’s municipal order, effective 4 June, bans scooters in pedestrian zones during daytime, limits speed to 25 km/h, requires riders be at least 14, mandates bike-lane use, a single rider, and prohibits sidewalk riding; violations can be fined up to €135. The Manche prefect announced a compulsory-helmet rule to start the school year, later formalised by decree on 1 September 2026 with a €135 fine. Similar helmet and vest requirements have been adopted in Nord, Alpes-Maritimes, Pas-de-Calais, Vaucluse, Seine-et-Marne, Cher, Yonne, Hauts-de-Seine and other departments. In Paris and its surrounding suburbs, the Paris Police Prefecture has implemented mandatory requirements for motorized personal mobility devices (EDPM), including electric scooters, hoverboards, and electric unicycles. Riders must wear helmets (€135 fine) and high-visibility or retro-reflective clothing (€35 fine) at all hours. Combined violations can reach €170. Law enforcement has begun conducting prevention operations and checks. The push for regulation follows rising accident rates. The Paris Police Prefecture noted that personal motorized transport users are the only road user category seeing an increase in bodily injury accidents, with 136 recorded since the start of the year. In 2025, approximately 1,100 e-scooter users were seriously injured, a 33% increase from 2024. National discussions are emerging regarding the harmonization of these rules. Minister delegate Marie-Pierre Vedrenne has requested a study on a potential blanket helmet requirement for both cyclists and e-scooter riders, citing models in Finland and Italy. As of late August 2026, further local mandates are set for September 1.
