France recycling and deposit system developments
Overview
France is navigating complex transitions in its waste management and recycling strategies. The government has rejected a mandatory nationwide deposit return system for plastic bottles following consultations with local authorities and industry stakeholders. Concerns centered on the potential loss of revenue for municipalities if high-value materials like PET and aluminum are diverted from existing systems. This decision comes as France seeks to meet European Union mandates requiring a 90 percent selective collection rate for plastic beverage bottles by 2029.
Efforts to implement alternative models have met with mixed results. A pilot project testing a national deposit system for reusable food packaging has been scaled back from an initial target of 1,000 stores to 367 locations. Environmental groups have criticized the rollout as a “faux départ” (false start) due to inconsistent participation from retailers.
Furthermore, street-level recycling remains inefficient. While many municipalities have installed sorting bins, the actual recycling of these materials is hindered by fragmented competencies and a lack of financial incentives. Current estimates suggest that only a small fraction of the potential recyclable material in street bins is being successfully captured.
