France smoking and vaping regulation
Overview
France is implementing stricter regulations regarding smoking and vaping to protect public health. Following a ban on disposable e-cigarettes that took effect in February 2025, inspections by the Directorate General for Competition, Consumer Affairs and Fraud Control (DGCCRF) led to the removal of nearly 10,000 prohibited products from sale. While 86% of inspected establishments were compliant, some vendors continued sales due to a misunderstanding of the law.
In addition to product bans, the French Council of State has upheld a 2025 decree that extends smoking prohibitions to various public outdoor spaces, including bus shelters, parks, beaches, and areas near educational institutions. The Council affirmed the Prime Minister’s authority to implement such measures to maintain smoke-free collective spaces.
The vaping industry also remains subject to a dense regulatory framework under European Directive 2014/40/EU. This includes strict caps on nicotine concentration, limitations on container sizes, and prohibitions on certain additives like vitamins or caffeine in e-liquids. Retailers are also required to manage age verification, advertising restrictions, and device recycling.
