Overview
In late July 2026, French authorities announced that, starting 1 August, access to the national vehicle‑registration system (SIV) would be tightened for professional registrars. Firms must now submit explicit requests, prove at least three years of legal existence, meet a minimum activity threshold and store client documents securely. The measures target “ghost garages” that had facilitated widespread fraud, which a Cour des comptes audit estimated cost the state €550 million in lost taxes and €255 million in unpaid fines between 2022 and 2024.
A day later the Ministry of the Interior detailed the overhaul, confirming the same eligibility requirements and noting that the reforms will lengthen the time needed for citizens to obtain or renew a carte grise. The changes are a pre‑condition for a broader SIV modernization planned for completion in 2027 and include guidance on the "S. 1" field of registration certificates, which is critical for safety, insurance and weight calculations.
