In August 2026, Brazil expanded its landscape of free arts and professional training programs. In Fortaleza, the Instituto João Carlos Paes Mendonça (IJCPM) opened enrollment for 220 free courses for youth near the RioMar Fortaleza and RioMar Kennedy centers, covering topics such as mobile photography, audiovisual production, and event reception.
