French AI data center expansion and opposition

France is pursuing large-scale investments in AI-dedicated data centers to strengthen technological sovereignty and reduce reliance on American and Chinese infrastructure. Major initiatives include a 200-megawatt site in Strasbourg and a 4-billion-euro project in Seine-et-Marne. Additionally, a massive 50-billion-euro Campus IA project in Fouju, supported by an international consortium including the Emirati fund MGX, is planned to become the largest data center in Europe.

These developments face significant regulatory and social hurdles. Industry leaders note that securing permits and electrical connections can take up to two and a half years. Local opposition has intensified across several regions. In Alsace, despite a favorable opinion from an investigating commissioner for a €2 billion Microsoft project, 80% of citizen contributions during public inquiries were opposed.

Protest groups, such as ‘Stop Campus IA’, and environmental organizations have raised concerns regarding the massive consumption of electricity and drinking water, the loss of agricultural land, and the potential for heat islands. Opponents warn that the heat generated by such large-scale installations could significantly raise local temperatures.
