French economic stagnation and agricultural decline

France's national statistics bureau, Insee, has revised GDP growth figures downward for the first two quarters of 2026. The second quarter growth was adjusted from +0.2% to 0.0%, while the first quarter contraction was revised from -0.1% to -0.2%. Economic Minister Roland Lescure attributed this stagnation to severe climatic shocks, including heatwaves and droughts, which significantly degraded agricultural production. He described the impact of the agricultural shock as ‘absolutely terrifying, enormous’ and ‘terrible.’ Beyond the impact on agriculture, the economic situation has been characterized by rising inflation, which reached 2.4% in August due to increased energy costs. This has contributed to a decline in household purchasing power, estimated between 0.5% and 0.6%, and a subsequent drop in household savings rates from 17.9% to 17.2%. In September 2026, Insee issued an ‘orange vigilance’ warning, significantly lowering the full-year GDP growth forecast for 2026 to 0.4%, down from a previous estimate of 0.7%. The institute noted that the French economy is lagging behind European neighbors due to weak investment, stagnant consumption, and a difficult budgetary situation, a revision expected to reduce state tax revenues by between 900 million and 1.2 billion euros. Insee further warned that the French economy is “decoupling” from its European neighbors, with unemployment projected to reach 8.6% by the end of the year. Further highlighting social instability, the Secours Populaire Français Poverty and Economic Precariousness Barometer reported that 86% of French respondents are concerned about electricity and gas bills. In France, 77% of those in precarious situations identified low income as the primary cause of their instability.
