French fishing industry economic and regulatory crisis

Overview

The French fishing industry continues to face severe economic and environmental challenges, marked by escalating protests and port blockades. While previous unrest spanned regions from Dunkerque to Fos-sur-Mer, recent demonstrations have intensified in the Mediterranean. Fishermen in Occitanie, Provence-Alpes-Côte d'Azur, and Corsica have targeted ports and oil depots in locations including Frontignan, Sète, Fos-sur-Mer, and the Vieux-Port of Cannes.

Protesters report that diesel prices have doubled within six months and that incomes have significantly decreased over the last five years. Beyond the demand for relief from fuel costs, fishermen are calling for the rapid disbursement of promised government aid and the easing of West Med regulations regarding Mediterranean trawling.

In response to these pressures, the French government has moved to formalize emergency aid. A decree published in the Journal officiel has officially implemented a fuel subsidy to mitigate economic impacts linked to the conflict in the Middle East. This package provides a direct subsidy of 25 cents per liter of professional fuel purchased between June 1 and August 31, with a total budget of 18 million euros.

The subsidy applies to French fishing companies operating vessels flying the French flag for professional purposes within the European Union or third countries. An application window is currently active until October 30, with payments expected within four weeks of a complete application. Further communications regarding aid for September and October are expected at a later date.

Simultaneously, the sector continues to push for structural changes to protect artisanal fishing, specifically advocating for the exclusion of vessels exceeding 25 meters from a 22-kilometer coastal strip to mitigate the impact of large trawlers on local ecosystems.
