French higher education reform and funding debate

French higher education is undergoing intense debate regarding student access, academic standards, and institutional funding. Initially, discussions focused on reforming access to university following the baccalauréat. Higher Education Minister Philippe Baptiste proposed remedial or preparatory programs to address high failure rates, noting that only 36% to 40% of students graduate within the standard timeframe.

As the debate evolved, the focus expanded to include the financial sustainability of the university system. Reports indicate that more than half of French universities were projecting deficits for 2025 due to a growing student population that has outpaced capacity. To address this underfunding, a Senate commission suggested increasing tuition fees, which currently stand at 178 euros for a bachelor’s degree and 254 euros for a master’s degree. While some officials support these measures to generate resources, the proposals face opposition from left-wing lawmakers and have prompted labor unions to call for mobilizations across France.

A commission on academic excellence, led by Senator Laurence Garnier, has further intensified the debate by suggesting that universities should be permitted to select students upon entry rather than relying on undergraduate failure rates to manage numbers. This proposal seeks to move away from the current system of automatic access for baccalauréat graduates.

In response to these developments, Minister Baptiste has stated that the role of the baccalauréat and higher education access is a major societal subject that should be discussed during presidential elections. While he has rejected a generalized increase in tuition fees, he is considering alternatives such as state reinvestment or income-modulated contributions.
