Following the landmark law of December 22, 2025, the French government has begun implementing new regulatory frameworks to strengthen the status, training rights, and legal protections of local elected officials. Administrative decrees have established enhanced training access through the Individual Right to Training (DIFE), which includes increased annual funds and higher pedagogical cost caps. Social protections have also been reinforced, ensuring that municipal officials who maintain salaried employment keep their social benefits and that mandate-related absences are treated as effective working time. Further developments focus on fiscal management and legal safeguards. New rules require formal deliberations for local decisions involving taxes or exemptions to ensure proper application. Additionally, the reform redefines conflicts of interest to focus on the interference between public and private interests, aiming to better protect officials from legal risks and threats. Recent implementing decrees have introduced measures specifically designed to address the shortage of candidates for small municipal roles. These include the revaluation of function indemnities for mayors and deputies in communes with fewer than 20,000 inhabitants, as well as for presidents of intercommunalities. To professionalize these roles, mandatory information modules will be provided to newly installed officials. Furthermore, elective mandates may now be recognized as part of a professional training pathway, similar to salaried work experience. In the Allier department, local associations have begun organizing specialized training sessions, such as ‘Universities of Mayors and Presidents of Intercommunality,’ to cover municipal management, legal responsibilities, and police powers.
