French motorist regulation and taxation issues

Overview

French motorists are experiencing issues following the abolition of physical green insurance cards and paper certificates, a change implemented on April 1, 2024. Verification has transitioned to a digital system via the Fichier des véhicules assurés (FVA).

However, drivers are reportedly receiving incorrect 135-euro fines for failing to present insurance documentation during police or gendarmerie checks. These unjustified penalties are attributed to technical failures, including network outages or difficulties accessing FVA servers through mobile terminals, which hinder real-time verification.

In a separate development, the Institut mobilités et transitions (IMT) has proposed a ‘redevance annuelle véhicule’. This suggested annual electronic tax, managed by license plate numbers, aims to offset declining fuel tax revenues resulting from the shift toward electric vehicles. The proposed fee could range from 30 to 910 euros depending on vehicle type and household income.
