French prison overcrowding and infrastructure crisis

Overview

France is experiencing a critical crisis in its prison system driven by record-high detainee numbers and severe overcrowding. As of September 2026, the prison population reached 90,020, a 6.8% increase from the previous year, while usable capacity grew by only 1.2%. This imbalance has resulted in an overall occupancy rate of 142.1%, forcing thousands of detainees to sleep on mattresses placed directly on the floor.

The crisis manifests both on the mainland and in overseas territories. In mainland facilities like the Rennes-Vezin prison, overcrowding has forced multiple inmates into cells of less than ten square meters, raising concerns that individual space falling below three square meters may constitute “inhumane or degrading treatment.” Overseas territories, including Mayotte, Guadeloupe, La Réunion, French Guiana, and New Caledonia, have reported violations of fundamental rights, unsanitary conditions, and limited healthcare access.

International bodies, such as the Council of Europe, have previously warned of a drift toward a “human warehouse.” While the French government has proposed opening 3,000 modular prison spaces, critics note that previous commitments to expand capacity by 15,000 places have seen less than one-third realized.
