French safety regulations for motorized personal mobility
Overview
Several French departments have implemented new safety mandates for users of motorized personal displacement devices (EDPM), including electric scooters, hoverboards, and monowheels, following rising accident rates.
In the Rhône department and Lyon metropolitan area, a prefectural decree effective September 28, 2026, requires the use of helmets and reflective vests. This measure follows data from the Rhône prefecture showing 870 accidents and 11 deaths between 2021 and 2025, with a 44% increase in accidents recorded in 2025. By 2026, the toll had reached 187 accidents, 194 injuries, and two deaths. Medical professionals at the Femme Mère Enfant hospital have noted a significant rise in pediatric neurosurgical consultations; since April 2026, the hospital has received approximately twenty young accident victims per month in the emergency department, with one-quarter admitted to pediatric intensive care.
Other regions have introduced similar requirements. In Seine-et-Marne, regulations effective since July 3, 2026, mandate certified helmets and high-visibility equipment, with fines for non-compliance reaching €150. In Côte-d’Or, a helmet requirement took effect on October 16, 2026, following 44 accidents and 47 injuries recorded between January and September 2026; violators face a €35 fine. In Moselle, helmet use becomes mandatory for the entire department on November 1, 2026, following 19 accidents in 2026 that resulted in 20 injuries. General regional rules include a 25 km/h speed limit, a minimum age of 14, and prohibitions on riding on sidewalks or using handheld devices.
