The European Border and Coast Guard Agency, Frontex, faced operational constraints in mid-October 2026 when it suspended its support program for deported migrants. Executive Director Hans Leijtens stated that the program, which provides reintegration assistance such as healthcare and vocational training, was paused because costs reached a level that “no longer guarantees full financial coverage.” While new applications were halted, the agency continued technical assistance to member states while awaiting budget clarifications. By late October 2026, the European Commission proposed a significant expansion of the agency’s role and resources. The proposal seeks to transform Frontex into a central hub for deportations through the establishment of a deportation coordination center. To facilitate this, the Commission suggested increasing the agency’s budget to 12 billion euros over the next seven years, a substantial rise from its 2026 budget of 1.12 billion euros. Migration Commissioner Magnus Brunner noted that the return rate for illegal migrants had increased to over 30 percent in the first ten months of the year. Further details of the proposed reforms indicate that Frontex would be authorized to operate beyond European Union borders to assist third-party countries in deporting irregular migrants. This mandate could allow the agency to assist non-EU governments, such as those in North Africa, in repatriating citizens from regions like Central Africa before they reach European shores. The proposal also includes involvement in deportations from return centers located in third countries, a concept currently being negotiated by five EU governments with a target operational date of 2027.
