Fuel discount campaigns and rising prices in Spain

Major fuel providers in Spain have implemented or extended discount campaigns in response to rising fuel costs. BP extended its weekend fuel discount campaign through September 13, offering savings via its miBP loyalty program. Following this, Repsol announced the extension of its own discounts through September 30. Repsol’s initiative offers savings of up to 45 cents per liter depending on energy contracts and Waylet card benefits. The program specifically provides transport professionals and the self-employed using the Solred card an automatic minimum discount of at least 10 cents per liter.

These actions coincide with significant upward pressure on fuel prices, with diesel reaching approximately 1.861 euros per liter and gasoline reaching 1.723 euros per liter. This surge is attributed to supply chain constraints, increased refining costs, and the expiration of previous tax reductions, specifically the return of VAT to the standard 21 percent rate in July.

In Spain, diesel prices have experienced an eight-week upward trend, reaching summer highs. Under new tax regulations via Royal Decree-Law 18/2026, government support measures for professional diesel are being restructured for September. To ensure total public support does not exceed 25 cents per liter, direct aid for transport professionals will be adjusted to 5 cents per liter, while the general tax reduction on fuel will increase to 20 cents per liter. This shift has drawn criticism from the National Federation of Road Transport Associations (Fenadismer), which warns of “increased instability for the sector.”

In Portugal, fuel trends are expected to diverge: diesel prices are forecasted to decrease by approximately 6 to 7.5 cents per liter, while gasoline prices are projected to rise by 1 to 1.5 cents. These fluctuations are driven by international commodity markets and geopolitical tensions in the Middle East, specifically regarding the Strait of Hormuz.
