Fuel prices across the Balkan region and Slovenia continue to fluctuate due to market volatility and regulatory interventions. In Kosovo, the Ministry of Industry, Entrepreneurship, Trade and Innovation (MINTI) maintained its strategy of temporary price regulation to “protect consumers and ensure reasonable market prices.” As of August 31, 2026, MINTI set maximum permitted prices for diesel at 1.70 euro per liter and gasoline at 1.53 euro per liter. In Slovenia, 95-octane gasoline has risen to 1.623 euros per liter, while diesel prices decreased from 1.903 to 1.811 euros per liter. These shifts are driven by a pricing methodology based on seven-day market averages of international derivatives and the EUR/USD exchange rate. However, as of September 4, 2026, diesel prices in Slovenia and Croatia are projected to rise sharply, potentially reaching record highs near or above 2.00 euros per liter. To mitigate costs, the Slovenian government has proposed tax amendments to reduce taxes on heating oil used in agriculture. In Croatia and Montenegro, diesel prices are projected to increase by approximately 14 to 15 cents per liter, which may push eurodiesel toward the two-euro mark. In Montenegro, the government is considering reducing excise duties on heating oil to assist citizens and the agricultural sector. In Serbia, fuel prices have seen recent adjustments, with diesel and gasoline increasing by two dinars over the previous week. Despite low water levels on the Danube affecting imports, Serbian officials indicate that supply remains stable, supported by domestic refining capacity at the Pančevo refinery.
