US Secretary of State Marco Rubio hosted a G20 foreign ministers meeting in Atlanta, Georgia, on October 30–31, 2026. The gathering served as a precursor to the G20 Leaders Summit scheduled for December 14–15 in Miami, where Vladimir Putin has been invited to attend. Significant diplomatic tensions emerged regarding the Russia-Ukraine conflict. Rubio canceled the traditional group photo after representatives from the United Kingdom, Germany, Australia, Canada, and various European Union members members, including EU Foreign Policy Chief Kaja Kallas and Polish Foreign Minister Radosław Sikorski, expressed objections to being photographed with Russian Foreign Minister Sergey Lavrov. German Foreign Minister Johann Wadephul noted the cancellation was intended to avoid sending “false visual signals,” stating there is “no normalcy” with Russia while the war continues. In response, Lavrov dismissed the controversy as “family photo diplomacy.” The meeting concluded without a joint communique due to deep political divisions regarding the wars in Ukraine and the Middle East, the crisis in Sudan, American tariffs, and Chinese activities in the South China Sea. Other points of contention included the Trump administration's decision not to invite South Africa, a G20 member, and debates over maritime security in the Black Sea, the Strait of Hormuz, and the Red Sea. During the discussions, Mexico's Foreign Minister Roberto Velasco advocated for dialogue and respect for international law to protect global public goods. Rubio issued a presidential statement instead, urging acknowledging the stalemate by stating, “I do not intend to make you believe today that we are close to finding universally accepted solutions to these problems.” Rubio urged the G20 to return to its core economic mission, including supply chain security, freedom of navigation, critical minerals, and food security. Rubio also expressed uncertainty regarding the possibility of a peace agreement through negotiations.
