Gabon poultry import ban WTO dispute
Gabon is preparing a legal defense at the World Trade Organization (WTO) following challenges from the United States regarding its planned ban on broiler chicken imports, scheduled for January 1, 2027. Agriculture Minister Pacôme Kossy has indicated that the government intends to utilize GATT Article XVIII to protect its developing domestic poultry sector. This strategy aligns with previous government goals to increase annual poultry output from 4,000 tonnes to between 100,000 and 130,000 tonnes by 2027–2028 through significant investments and domestic support measures. As the dispute progresses, Gabon has emphasized that the ban is intended to promote food sovereignty and reduce reliance on foreign meat. The economic scale of the issue is significant; poultry imports to Gabon reached $97.7 million in 2021, with frozen parts and offal accounting for $86.3 million in 2023. The government plans to redirect these funds to support local farmers, feed producers, and distributors. In response to the U.S. challenge, which cites multilateral trade agreements, Minister Kossy stated that the country is preparing its legal and diplomatic strategy “with serenity.”
