The peace roadmap for Gaza has reached a critical juncture following an announcement by Nikolay Mladenov, the High Representative for Gaza at the Peace Council. Mladenov informed the UN Security Council that Hamas and other armed factions have agreed to a 15-point roadmap to disarm and transfer civil and security authority to a UN-recognized interim administration. The agreement mandates the complete dismantling of all weapon categories, including heavy weaponry, production facilities, warehouses, tunnels, and small arms. Under this framework, the National Committee for the Management of Gaza (NCAG), consisting of independent Palestinian experts, would serve as the sole entity authorized to possess and control weapons, subject to strict international monitoring and verification. Despite this development, Israeli Prime Minister Benjamin Netanyahu has rejected the plan in its current form. Netanyahu maintains that Hamas must be fully disarmed before any Israeli military withdrawal occurs. Under the proposed roadmap, Israeli withdrawal would be phased and contingent upon the successful verification of disarmament milestones rather than following a fixed timeline. Mladenov noted that while Hamas has accepted the proposal, implementation has been delayed by ongoing military actions and disputes over specific obligations. The plan continues to receive support from the United States as it seeks to transition Gaza toward a stable political and economic environment.
